Windows 7 language packs are available for computers that are running Windows 7 Ultimate or Windows 7 Enterprise. The Windows 7 language packs can be installed only from the Optional Updates section in Windows Update. However, these language packs are not available on the Microsoft Windows Server Update Services (WSUS) server or through the Microsoft Download Center.Windows 7 Ultimate and Enterprise can switch easily between 35 display languages.The Ultimate and Enterprise editions of Windows 7 were designed for you. These editions can display menus, dialog boxes, Help topics, and other text in 35 different languages. Switching between them is easy and free.

NOTE: when click on above links the main link will open in that select DOWNLOAD which is written in selected language with orange color. Then new window will open in that select your type of  system **bit then download.

if you dont know the bit value of your system goto control panel->system and security->system
then check the system type
